Sheltering is a practical approach and a logical alternative versus attempting a site-wide evacuation. Evacuations can be dangerous, unorganized, and have employee accountability concerns. This presentation covers shelter design, location considerations, plume modeling, rate loss testing analysis, emergency operations center responsibilities, and shelter location equipment.
