Theodore F. Shults, JD, MS, has worked in the field of drug and alcohol testing for 30 years as a toxicologist, attorney, consultant, and teacher. He is the founder and chairman of the American Association of Medical Review Officers (1991), which was established as an independent medical certification board focused on assuring the quality of Medical Review Officer services to the public through a national credentialing and registry program. AAMRO certification is a regulatory requirement for physicians serving as MROs for all federal drug testing programs. Mr. Shults has trained thousands of physicians as MROs and is the editor of MROALERT, which advises Medical Review Officers on a monthly basis of the technical, medical and legal issues of drug and alcohol testing. Since 2004 Mr. Shults has served as the independent director on the board of directors of the American Board of Forensic Toxicology (ABFT), and has worked on its credentialing committee and criteria for the certification of forensic toxicologists and accreditation of forensic toxicology laboratories. He is active in the Society of Forensic Toxicologists and in the jurisprudence section of AAFS, and serves as a peer reviewer of grants for emerging technology in forensic science for the National Institute of Justice. Mr. Shults is recognized as an expert in the area of drug testing. He also continues to publish peer reviewed technical papers and is involved in various areas of research. Mr. Shults has provided policy development, legal consulting, and litigation and auditing services to clients regarding the technical, regulatory and legislative issues of drug and alcohol testing. He has also served over the years as a consultant to a number of federal agencies, including DOT, DHHS, NASA, and NSA. He is currently a technical consultant to the Nuclear Regulatory Commission’s Fitness for Duty Program, and a member of the DHHS MRO Working Group.
