Extensive experience in the transportation safety and security setting. Expertise and specialty in the areas of workplace substance abuse/drug and alcohol testing programs and safety/security. Often consulted for my considerable knowledge and expertise with the United States Department of Transportation (USDOT) and Federal Transit Administration (FTA) Drug and Alcohol Testing Regulations/Compliance, I am also a highly regarded trainer on a variety of topic areas, including workplace substance abuse program regulations, reasonable suspicion training, and safety/security, among other topics. I am routinely called on to investigate serious compliance issues, many related to workplace substance abuse programs and safety; to conduct compliance reviews/audits of federally regulated workplace programs; and to make recommendations for achieving and maintaining compliance. As the Project Manager for several State Departments of Transportation's drug and alcohol/safety and security oversight contracts, I work closely with the states of AK, CA, CO, GA, IL, ME, NV, NH, NY, NC, OH, OR, TN, and WV. I was the primary investigator on the 2011-12 Prescription and Over-the-Counter and Post Accident Follow-Up Study for the FTA. This study helped determine the extent that prescription and over-the-counter medication use can be documented in post-accident investigations and the potential impact this has on transit system safety. My diverse training experience and expertise enables me to provide high quality training sessions to a wide variety of audiences. Some specific training experience includes the following: Conducted multiple training sessions at the FTA National Drug and Alcohol Conference in 2015 and 2016 including topics such as 'Emerging Drugs of Abuse' and 'Transition Planning for Drug and Alcohol Program Managers'. Developed the curriculum for the Drug and Alcohol Testing Industry Association’s (DATIA) Substance Abuse Professional Training Manual and Course.
