Golovkov received the master’s degree in electrical engineering from the Moscow Power Engineering Institute. He was a high-voltage test equipment designer and test engineer for the Moscow utility, Mosenergo. He organized and performed high-voltage diagnostic testing on Russian nuclear power plants and North American utilities. He holds four Russian patents on high-voltage test equipment and test methods. Joining KEMA-Powertest extended his area of expertise into high-current testing. Since 2006, he has specialized in electric arc testing and has performed commercial and research arc testing on a regular basis for ArcWear.com. Since 2014, he has been an independent consultant for ArcFlash-CRT. Golovkov is a senior Institute of Electrical and Electronics Engineers (IEEE) member and a member of ASTM F18, where he is an active writer of ASTM standards related to arc flash test methods. He worked as a U.S. expert to several project teams working on arc test methods within Working Group 15 of International Electrotechnical Commission Technical Committee 78. He is one of the most knowledgeable experts and researchers in electric arc properties and protective properties of materials in electric arc. He has presented results of his electric arc research at several IEEE Electrical safety workshops, two international symposiums “Electricity and Safety in 21st Century” (Germany), two educational sessions at AIHce, and in several papers on electric arc properties and protection published in IEEE Transactions and Professional Safety magazine.
