Scala is a partner at Conn Maciel Carey LLP and chair of the firm’s national Mine Safety and Health Administration (MSHA) Workplace Safety Practice Group. He defends employers in the full range of litigation against MSHA and the Occupational Safety and Health Administration, from informal and formal contest of citations/orders to hearings before the Federal Mine and Occupational Safety and Health Review Commissions. He also conducts on-site fatality and special investigation management for clients. He advises clients in developing corporate safety and health policies in the construction and mining industries and administering third-party safety and health audits. Prior to practicing law, Scala worked as a miner and construction laborer, and is a certified mine safety professional.
