David Schmidt is a Supervisory Chemical Security Inspector in Region V within the Infrastructure Security Compliance Division (ISCD) in the National Protection and Programs Directorate at the U.S. Department of Homeland Security (DHS), the office within DHS responsible for chemical facility security regulations. In this capacity, Mr. Schmidt serves as a regional supervisor coordinating chemical inspector assignments within the region on the Chemical Facility Anti-Terrorism Standards (CFATS) regulation. Mr. Schmidt is responsible for overseeing Authorization/Compliance Inspections and Compliance Assistance Visits, provides Quality Assurance at the regional level of the Site Security Plan (SSP)/Alternative Security Program (ASP) authorization and approval process, reviewing security plans for compliance with CFATS and the risk-based performance standards. Mr. Schmidt has served in this role since October 2014. Mr. Schmidt has been with the CFATS program at DHS since July 2009. Mr. Schmidt retired from the U.S. Marine Corps in 2002. Mr. Schmidt experience includes military law enforcement, service in Desert Shield/Storm, physical security chief of numerous Marine Corps bases and assignment to the Presidential Helicopter Squadron – HMX-1. Mr. Schmidt also worked with the U.S. Department of Homeland Security, Federal Protective Service, from 2003 to 2009 as an Inspector, whose duties were federal law enforcement and physical security assessments.
